Viewport Controls from Layout Sheet Space

Consider adding the following controls:

1) Allow the design model to be modified through the viewport window from the layout sheet & remember Level-Layer-Label-Object (LLLO) settings automatically.

2) Add a Viewport "Scale Lock" feature that maintains the VP scale when working within the viewport on the design model.

3) Maintain the LLLO selection last chosen when moving from the design workspace to the layout sheet viewport.

4) Automatically remember the selections chosen for the workspace & viewport rather then having to "Save to Job Properties" or "Save to Schemes" for every LLLO or group.
