At Split Overlap, user should have the option to not stagger the joists

When using a Split Overlap with a line segment Split condition, user should have the option to not stagger the joists. See party wall example below. The blocking are Drop Split with a Split Overlap “To Edge”, but the joists are still staggered by BCE. They should not be staggered. Another example where useful is in the “adding length to joist” suggestion above. If using the Split Overlap to add length to joists, staggering the joists is not desirable
