Container section edge members should justify to outside of container instead of center of member

Currently container section edge members justify to the center of the member.  They should justify to the outside of the container.  Justifying to the center of the member leads to inaccurate visual representation on the layout.  It also leads to inaccurate member length as the length of the narrower member seems to be calculated based on the skewed length.  Also, when there are different width edge members and nodes are moved, there are often unexpected results with edge member lengths that do not match the actual node locations
