Inactive Builder Message

Problem Context	When working with the Builder entities, it is sometimes easy to miss that a builder has been set to a status of "Inactive". This can lead to confusion if I that a builder is inactive and then try to find it in a save or open lists.
Idea	Provide clearer messaging that a builder is inactive.
