Create builder - Auto recommend when already exists

Problem Context	There are times when I miss that a particular build has already been added to the system when assigning builder to a project. When this happens, a duplicate of that builder is created. This causes issues since there are now two versions of the builder in the system.
Idea	Add the ability to search for a builder when making a selection, and if the builder is not found, provide the path to create a new builder.
