Enable saving custom notes in BC Calc on the member "Notes" tab.

The default notes are helpful, but we should be able to create new notes and save them for future use. Legacy BC Calc 4.x had a folder in ProgramData with text files. See <<1-Notes-Text file path.png>>

These notes appeared in the application to add to designer reports. Or you could save your own text files to the folder for future use. This might be workable for offline (or not).

Add a "Plus" symbol next to the Notes Library drop-down to add a custom note. Modal allows creation of new note. <<2-Notes-Add Text file.png>>

Maybe a better way to add this is a "manage custom notes" modal. This would permit adding and deleting custom notes.
